A tincture is a concentrated liquid herbal extract, typically made by soaking herbs - bark, fruits, leaves (dried or fresh) or roots from one or more plants, in alcohol for weeks to extract the active ingredients.
The alcohol (or vinegar) extracts the active ingredients from the plant parts, concentrating them as a liquid.

Alcohol is considered an excellent solvent because it's nutritious and can extract herbal compounds like resins and alkaloids that are poorly soluble in water. After several weeks, the herbal mixture is strained and plant parts are removed, leaving behind a concentrated and extremely beneficial liquid.
Tinctures can be made from a single plant or a combination of plants. Fresh or dried leaves, roots, bark, flowers, and fruits can be used in their preparation.

The part suitable for extract concentration depends on the type of plant.
Otherwise, herbal tinctures are sold in physical or online stores for health foods and products.
While most tinctures can be taken orally, others - like arnica and benzoin, should only be used externally.
